Health Canada set to enforce new rules on corded window blinds

However, the rules came into effect last year and some businesses are concerned about the confusion it's causing for customers looking to buy window coverings for their homes.

On May 1, 2021, Health Canada reduced the length of cords allowed on window blinds to 22 centimetres and the perimeters of loops created by reachable cords to 44 centimetres.

The reason for the change is to prevent situations where children become tangled in the long cords – incidents that can lead to life-altering injuries and even death.

While Health Canada changed the regulations a year ago, the agency says it will now be conducting inspections starting on Sunday to ensure businesses that sell window blinds are in compliance with the new rules.

Dr. Michelle Simonelli, an emergency physician at the Alberta Children's Hospital and director of the Canadian Hospitals Injury Reporting and Prevention Program, says the new regulations will help keep children safe.

"What's most concerning about corded window coverings is that they present very significant strangulation risk to small children. Children, without realizing what they're doing, can very easily become tangled and, generally it's their necks that become tangled in corded window coverings if cords are too long," she told CTV News in an interview Friday.

Simonelli says these types of injuries are not very common, but data shows that corded blinds are the cause of death for at least one child each year in Canada.

"However, I find that that statistic significantly underestimates the risk," she said."Anecdotally, I know at the Alberta Children's Hospital, approximately every three years we have a child who comes to the emergency department having suffered one of these injuries.

"Often the injuries are fatal or are devastating injuries that result in significant, life-altering injuries."She says when children become caught in a window cord, parents often have little warning that something is happening.

"What families need to know and be aware of is that children can go unconscious within 15 to 20 seconds of being strangled by a blind cord. Once they're unconscious, they don't make any noise at all – so this can happen extremely quickly and extremely quietly."

'POSES SOME DIFFICULTIES'
While businesses that deal in window coverings and custom blinds are 100 per cent on board with the new regulations, some have questions about why Health Canada hasn't made the information more widely known.

"It's been a difficult transition," said Ashley Derrington, who works with custom builder Calgary Window Fashions."From 2021, there was no doubt about it that the industry was pivoting into non-corded window covering for safety and I think everyone in the industry can get behind something like that."

Derrington says the change "has come so hard and fast" that when customers come into the showroom, they aren't aware of it."We get a ton of people coming in that are looking to purchase window coverings and what they want is now against the law. It definitely poses some difficulties."

She adds customers often aren't believing what retailers are saying about the new regulations either."The customer doesn't believe us because Health Canada has done nothing to make it a little bit more out there. So, they go down the street and try to get it from somebody else and, obviously, with it being the law there is no option to do that now."

The new regulations have affected their product line, Derrington says, preventing the sale of more popular items like the top-down, bottom-up blind coverings and even powered window blinds that open and shut on demand.

Customers are also needing to reach deeper in their pockets if the windows they need to cover are larger than what the current cordless options can handle."Now, the customer has to either go to the expense of a drapery or use some sort of paper product on their windows. They are just really limiting what the customer is able to purchase from us," Derrington said.

This new way of thinking can help us transform the existing tools used in, for example, histology.”

Traditional histology has involved the sectioning of tissue samples into thin layers for staining with specific chemical markers, in order to reveal the cells of interest. The drawback is that this takes time to carry out, requires the individual attention of specialist technicians, and moves the activity away from the immediate clinical treatment of a patient.

"Instead of sending tissues into a histology lab where a human technician works with chemicals and labels, DL could let us take label-free autofluorescence images of those tissue sections without any external agents and apply trained neural networks to mimic the stained version of the same tissue image,” said Ozcan. "You could potentially replace a whole field of histology with appropriate neural network models.”
Bypassing the chemistry in this way will make the process inherently faster. Instead of waiting for a day or a week, the result will be seen on-demand in minutes, making the overall workflow more cost effective. It should also help to democratize access to histology, removing the requirement for samples to be treated at fewer well-resourced medical centers.

"We call it call it virtual staining, and it has the advantages of being fast, cheap and repeatable,” Ozcan noted. "Chemical staining is a delicate procedure, especially for immunohistochemical staining for certain cancers, and pathologists know better than anyone that if you send 100 biopsies from 100 patients to a lab for advanced staining, then 30 percent of the staining will not lead to a definitive result. Pathologists see the results and know immediately that the staining has failed, or the tissue is distorted, and a week or two may have been lost.”
Environmentally friendly
As well as speed and sensitivity, virtual staining should lead to the elimination of unnecessary biopsies. A significant number of patients have to be recalled for a repeat procedure, after the original biopsy fails to deliver a definitive verdict.

"Traditional staining methods are destructive; they deplete the tissues, and the stained materials cannot then be reused,” said Aydogan Ozcan. "With virtual staining, we don’t do anything to the tissue sample except capture an image of it. I can carry out further analysis or repeat an earlier one because we have not destroyed or lost the tissues, another major advantage.”

Since the tissues are still intact and unchanged, another different molecular analysis or virtual chemical staining can be carried out on the same sample, something beyond the capabilities of traditional methods. At present, if a diagnostician wishes to examine tissues with different contrasts or stains then fresh sections of tissue must be obtained, a methodology accepted in conventional microscopy but which deep learning can get around.

"The impact of deep neural nets as a means to perform some unique transformations within the microscopy optical microscopy domain will be significant, not least from the perspective of virtual staining and the concept of mimicking the staining process,” concluded Ozcan. "Plus, it’s a green technology. The staining processes today wastes millions of gallons of water a year globally, and the staining chemicals can be very toxic. Virtual staining is dye free and we do not have to create waste, making it attractive from the perspective of environmental protection and sustainability too.”

The light has a threaded tripod hole, so you can mount the light ring on other tripods or holders; the included tripod goes up to 53.2-inches high.

I found the flex mount for the phone a little hard to work with. But once things are in place, this is an effective light to get your influencer career started. Unsurprisingly, given the speed and magnitude of those falls, prices are now well below the 20-, 50- and 100-day moving averages and, given a lack of market-specific shocks, should be in for a corrective rebound.

The first order of business for the bulls is probably to recapture and hold important psychological resistance at $71.00. Twitch And Urgot Revealed As New Wild Rift Patch 4.1 Champions

Set to arrive on March 16, the update will also implement sweeping changes to tank items, kick off Ranked Season 9, add a new Wild Pass, and introduce more champion skins to Wild Rift.

Twitch is a marksman who is a great pick for the bot lane. He's a master at ganking so use him to catch your opponents off guard. If you're looking for a consistent damage dealer, look no further than Twitch and his poison abilities.

Here's a brief overview of his abilities:

(Passive) Deadly Venom: Twitch's basic attacks will be equipped with poison. This will deal true damage per second on the enemy hit.
(First Ability): Ambush: Twitch will become camouflaged and gain movement speed for a short duration. When exiting his camouflaged state, his attacks will briefly stack even more poison damage (on top of the damage from Deadly Venom). This ability's cooldown will be reset when an infected enemy dies.
(Second Ability) Venom Cask: Twitch will throw a venomous cask onto an area. Enemies caught in this area will be slowed and have Deadly Venom applied to them for some time.
(Third Ability): Contaminate: Twitch sends out a lethal toxin to each nearby enemy who is affected by Deadly Venom. This toxin will deal physical damage to varying amounts depending on how many stacks of Deadly Venom the enemy is afflicted with. When contaminating an enemy with max stacks, the damage will spread to nearby enemies, and they'll gain a poison stack.
(Ultimate) Spray and Pray: Twitch will unleash the full power of his crossbow to gain bonus attack range and attack damage. This will also enable his attacks to cut through all enemies in a line.
Urgot is a powerful champion ideally suited for the Baron lane or jungling. He combines brute force and ancient Zaun technology to eliminate all those that oppose him. Urgot uses his abilities to strong effect, especially during close combat.

Here's a brief look at his abilities:

(Passive) Echoing Flames: Urgot's basic attacks and Purge ability can periodically trigger blasts of flame from one of his six legs. These will deal physical damage to any enemies caught in its path. Bear in mind that each leg has a cooldown before it can be triggered again.
(First Ability) Corrosive Charge: Urgot fires an explosive charge at a target location. Enemies caught in the explosion area will take physical damage and be slowed.
(Second Ability) Purge: Urgot reduces his movement speed to allow himself to continuously fire his weapon while he's moving.
(Third Ability) Disdain: Urgot charges in a selected direction. In doing so, he shields himself and steamrolls over non-champion enemies. If he hits an enemy champion while he's charging, Urgot will stop and hurl them out of his way.
(Ultimate) Fear Beyond Death: Urgot fires a chem-drill that impales the first enemy champion it hits. If the champion falls below a certain health threshold after this strike, he will execute them
