China's Suzhou manufacturing hub pushes expansion

The Suzhou municipal government, which is home to more than 300 companies that will be part of China's semiconductor supply chain by 2022, expects revenues from the sector to reach 120 billion yuan (US$17.28 billion) in 2023, up from 100 billion yuan last year.

In addition to this target, first reported last week by local media Suzhou Broadcasting System based on an official announcement at a recent local conference, the city authorities are also looking to launch two to three new "core technology research projects", promote the development of 10 "leading innovative enterprises" and add three more listed companies to the local semiconductor ecosystem this year.

Suzhou is one of the country's top destinations for foreign investment, with well-established development zones, an extensive transport network and relative proximity to Shanghai. High-tech manufacturing companies in the city include Samsung Electronics Suzhou Semiconductor Co, domestic chip foundry Hejian Technology Corp and a semiconductor assembly and testing joint venture between US-based Advanced Micro Devices and Nantong Fujitsu Microelectronics.

Suzhou's latest initiative reflects a broader trend among local governments across China to pursue programmes that support the country's drive for technological self-sufficiency and counter the US government's strategy of technological containment.

In January, the Jiangsu provincial government unveiled a package of policies for the semiconductor industry, including at least 500 million yuan a year in financial support over the next three years. This includes subsidies and cash awards for research, equipment purchases, chip design, packaging and production.

In February, the municipal government of Guangzhou, capital of the southern province of Guangdong, announced an investment of 200 billion yuan to set up funds that will help boost activities in semiconductors, renewable energy and other high-tech fields in the city.

Hangzhou, capital of the eastern province of Zhejiang, pledged earlier in the same month to support the local semiconductor industry, promising grants of up to 50 million yuan for independent research into key materials and core equipment used in chip development.
